Radon Testing Request for Proposals

The City of Newark Department of Development is soliciting qualifications/proposals from State
of Ohio Certified Radon Testing contractors/firms to their capabilities and qualifications to act
on behalf of the City of Newark to perform Radon Testing for grant projects, included but not
limited to FY2024 Housing and Urban Development (HUD) Lead Hazard Control Grant and
HUD Community Development Block Grant (CDBG) funded rehabilitation projects.

Granville Road Bridge - Load Posting

A recent inspection of the Granville Road Bridge over the Log Pond Run Diversion Channel requires the bridge to be restricted to 3 Tons gross vehicle weight until temporary corrective measures can be implemented.

A schedule for the completion of this work is not available at this time.

A project to completely replace the bridge is in progress, but is in its infancy stages, and is scheduled for construction in 2025.

Public Comment for Programmatic Agreement- City of Newark and Ohio’s State Historic Preservation Office

To All Interested Persons, Agencies, and Groups:

 The City of Newark has prepared a Programmatic Agreement (PA) between the City and Ohio’s State Preservation Office.  The State Historic Preservation Office (SHPO), in consultation with the Department of Housing and Urban Development and the Ohio Department of Development, has drafted PAs to the entitlement and non-entitlement PAs for the administration of HUD funded Community Planning and Development (CPD) programs. For all participating entitlement and non-entitlement communities with the agency had delegated environmental compliance responsibility to grantees under 24 CFR Part 58, among the CPD programs covered under the PAs include the  Community Development Block Grants(CDBG), of which the City of Newark is a designated entitlement  community.

In accordance with 24 CFR Part 58, the City of Newark assumes responsibility for environmental review, decision making and actions that would otherwise apply to HUD under the National Environmental Policy Act (NEPA) and other provisions of law, and the PA coordinates the analysis and review of projects as provided under 36 CFR Part 800, regulations implementing Section 106 of the National Historic Preservation Act. (54 U.S. C. 306108). The City of Newark has consulted with Ohio’s State Historic Preservation Office (SHPO) regarding the development of the PA pursuant to 36 CFR Part 800, regulations implementing Section 106 of the National Historic Preservation Act (NHPA) (54 U.S. C.306108) and consulted with the Licking County Historical Society and the Tribes with interests in Licking County as per the U.S. Department of Housing and Urban Development Tribal Assessment Information:  Delaware Nation, Oklahoma, Eastern Shawnee Tribe of Oklahoma, Miami Tribe of Oklahoma, Seneca-Cayuga Nation, and Shawnee Tribe. The City of Newark and SHPO acknowledges that American Indian Tribes possess special expertise in assessing the National Register eligibility of properties with tribal religious and cultural significance.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the draft  programmatic agreement between the City of Newark and Ohio’s State Historic Preservation Office  to Barbara Gilkes, Grant Writer, City of Newark Department of Development, 40 W.
