Federal regulations at 24 CFR, Part 91 require that the City of Newark, OH to prepare and submit a five-year Consolidated Plan 2025-29 and a 2025 Annual Action Plan (AAP) for its housing and community development programs utilizing Community Development Block Grant (CDBG) funds. The City of Newark has prepared its proposed PY 2025 AAP; the AAP outlines how the City intends to expend its estimated $767,026., using the PY 2024 CDBG allocation level. The draft AAP will reflect the 2024 CDBG funding level. Once HUD announces the actual allocation levels for 2025, any funds in excess of $767,026. will be allocated to the housing funding category and to the public services funding category to the maximum 15% annual cap for public services. If the 2025 CDBG allocation is reduced from the 2025 CDBG allocation of $767,026., the percentage of reduction will be taken from the public services funding category to meet the 15% annual cap for public services and the remainder of the decrease will made in housing funding category.
As noted in its Citizen Participation Plan, the City of Newark will hold at least two public hearings on the AAP. Our second public hearing will be at 4:00 pm in City Council Chamber, 40 West Main Street, Lobby area, Newark, OH 43055 on April 17, 2025. Persons requiring special assistance should contact the Newark Department of Development at 740-670-7530 by April 10, 2025 for the April 17, 2025 public hearing.
In order to obtain the views of citizens, public agencies, and other interested parties, the City will place its proposed Consolidated Plan and PY 2025 AAP on public display for 30 days beginning April 18, 2025 on the City website (https://www.newarkohio.gov), the Licking County Library, and in the Newark, Department of Development, 40 W. Main Street, 4th floor, Newark, OH.
A final PY 2025 AAP will be submitted to HUD for review and approval by HUD’s deadline of June 24, 2025.
The PY 2025 AAP contains the following major components:
1. Identification of federal and non-federal reasonably expected to be made available during the PY 2025 program year to undertake activities identified in the approved Five-Year Consolidated Plan for PY 2025-2029.
2. A list of activities to be undertaken during the PY 2025 program year to address community development and housing needs in Newark.
HUD Notice: CPD-25-02 explains the availability of waivers of the Community Planning and Development Grant Program Requirements to Facilitate the Ability to Incur Pre-Award Costs in PY 2025. HUD has waived 24 CFR 570.200(h). The waiver will allow a grantee (City of Newark- CDBG Entitlement) to treat the effective date of the grant agreement as the program year start date or the date that the consolidated plan/action plan (with actual allocation amounts) is received by HUD, whichever is earlier.
The City of Newark, Department of Development will include pre-award costs in its CDBG Annual Action Plan for activity costs it may incur in a program year, prior to the effective date of the City’s CDBG grant agreement with HUD. In 2025, the activity will be the contracted Landlord/Tenant Services, which is part of the public services funding category
